Steve is the commercial manager/director at Charlton Athletic, where at The Valley on Boxing Day 1998 the Dragons suffer a 3-0 away loss. Steve meets with Des Baker when Harchester are undergoing a similar predicament Charlton experienced in the early 90's, when the local council turned down the supporters proposition to rebuild their stadium, so formed their own local political party "The Valley Party", of which Steve was a candidate. The party won a total of 14,838 votes in the 1990 local elections, which pressured the council to approve plans for the new Valley. In Harchester, it is Councillor Lal who is blocking Jerry Block's plans for a new stadium, and he and Des have formed The Dragon Party to face him in the upcoming location elections.
